IUM Appoints New Pro-Vice Chancellor for Administration and Management
Dr. Demus K Makuwa has been appointed as the Pro-Vice Chancellor for Administration and Management at IUM with effect from October 2018. Dr Makuwa joined IUM in November 2013 as the Director of Quality Assurance and Management. Prior to that he was the Executive Director of the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) at the UNESCO International Institute for Educational Planning (UNESCO-IIEP) based in Paris, France from 2007 to 2012.
As Director of SACMEQ, he was responsible for the overall design, management, co-ordination, and implementation of all aspects of SACMEQ’s large-scale survey research projects on the conditions of schooling and the quality of education involving 15 school systems in Africa (Botswana, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Tanzania (Mainland), Tanzania (Zanzibar), Uganda, Zambia, and Zimbabwe).
Dr Makuwa began his career as a High School Teacher and College Lecturer for many years before he became a Senior Education Planner, Policy Analyst and National Research Coordinator in the Ministry of Education in Namibia from 1999 to 2006.
Dr Makuwa has written several research papers that have been published in books and international journals (available online). He has presented research papers at various international conferences organized by UNESCO, UNICEF, the World Bank, the International Social Sciences Council (ISSC), the Comparative and International Education Society (CIES), the Africa-Asia University Dialogue for Educational Development (A-A Dialogue), and the Association for the Development of Education in Africa (ADEA), among others.
Dr Makuwa has a PhD in Comparative and International Education from the University of the Western Cape (South Africa) obtained in 2004. He has a Master of Social Sciences Degree (Germany); a Diploma in Political Science (Germany); a Diploma in Secondary Education (Zambia); a Certificate in Educational Planning and Policy Analysis (Harvard University); a Certificate in Quantitative Methods for Monitoring the Quality of Education (UNESCO-IIEP/Cyprus); and several other certificates relating to educational management, strategic planning, public policy and research. In 2015, Dr Makuwa obtained a first class distinction in a Postgraduate Certificate in Tertiary Education Policy, Management and Quality Assurance from Melbourne University, Austraria.
